Clearing the air: incorporating air quality and environmental justice into climate policy
نویسندگان
چکیده
In addition to lower carbon dioxide emissions, policies to reduce fossil fuel combustion can yield substantial air quality co-benefits via reduced emissions of copollutants such as particulate matter and air toxics. If co-pollutant intensity (the ratio of co-pollutant impacts to carbon dioxide emissions) varies across pollution sources, efficient policy design would seek greater emissions reductions where co-benefits are higher. The distribution of co-benefits also raises issues of environmental equity. This paper presents evidence on intersectoral, intrasectoral and spatial variations in co-pollutant intensity of industrial point sources in the United States, and discusses options for integrating co-benefits into climate policy design to advance efficiency and equity.

U.S. Air Quality and Health Benefits from Avoided Climate Change under Greenhouse Gas Mitigation.
We evaluate the impact of climate change on U.S. air quality and health in 2050 and 2100 using a global modeling framework and integrated economic, climate, and air pollution projections. Three internally consistent socioeconomic scenarios are used to value health benefits of greenhouse gas mitigation policies specifically derived from slowing climate change. Our projections suggest that climat...
متن کاملUsing a Social Justice and Health Framework to Assess European Climate Change Adaptation Strategies
Climate change puts pressure on existing health vulnerabilities through higher frequency of extreme weather events, changes in disease vector distribution or exacerbated air pollution. Climate change adaptation policies may hold potential to reduce societal inequities. We assessed the role of public health and social justice in European climate change adaptation using a three-fold approach: a d...
متن کاملPublic Perceptions of Equity in Environmental Policy: Traffic Emissions Policy in an English Urban Area
A promising new pathway for research on environmental justice is understanding public perceptions of justice or equity around a range of issues. Here we focus on policies intended to reduce air pollution from road traffic. We ask different urban communities, distinguished by the quality of local air and by socioeconomic status, to judge the equitability of policies intended to reduce traffic em...
متن کاملEnvironmental Justice and Climate Policy: Is California’s Cap and Trade Failing Disadvantaged Communities?
Pollution pricing policies offer advantages over traditional environmental regulation in compliance flexibility and cost effectiveness, but introduce more uncertainty over where emissions will occur. Consequently, environmental justice organisations have raised equity concerns about California’s flagship cap-and-trade program; greenhouse gas emissions trading could generate increased local conc...

A four year long research programme divided into four phases has been designed for the first time to assess the combined Noise-Air quality and combined exposure to Noise-Air pollution at the curbside open-air microenvironment of Kolkata city, India. The results and the findings of the different phases of study had already been published. The objective of the review work is to fuse the findings ...
